January 14, 2019 - "On Monday night, Twitter was sent a-flutter after photographs and video footage showed [film actor Vince] Vaughn enthusiastically catching up with President Trump and the First Lady at a college football game in New Orleans. Vaughn was spotted shaking hands and briefly sitting next to the Trumps to engage in an animated conversation, before carrying on with his evening.

"When video taken by US journalist Timothy Burke made its way to Twitter, with the caption, 'I'm very sorry to have to share this video with you. All of it, every part of it', it swiftly gained thousands of views and such a polarised response it was difficult to know who was serious, who was mocking, and which side of the spectrum those involved occupied....

"But those shocked by Vaughn's enthusiasm for Trump might be even more alarmed to discover that this is only the latest example of the actor expressing his right-wing views. Vaughn's ascent in Hollywood was always matched with an increase in volume from the actor about his political opinions – a rarity in the entertainment industry, where stars tend to keep such matters brushed under the carpet and those that do speak tend to veer to the left.

"[I]n 2004, [Vaughn] was shut out of a conference for young Republicans in Washington DC, ... while filming Wedding Crashers ... [b]ecause the gatekeepers weren't convinced that Vaughn was actually a Republican, and was trying to come in for a joke....

"[O]ver the next decade ... Vaughn developed a budding friendship with presidential candidate Ron Paul.... They attended barbecues together and bonded over libertarian views, with Paul's campaign chairman describing Vaughn as 'a great guy who loves liberty'. In 2009, the politician was invited to the premiere of Vaughn's film Couples Retreat. By 2011, Vaughn was officially campaigning for him....

"[Following] Paul's 2012 presidential campaign, Vaughn pivoted back to media, where he buddied up with Fox News commentator Glenn Beck ... to co-produce The Pursuit of Truth, a reality television series. A kind of X Factor for documentary makers ... [it] aired on Beck's own television network, The Blaze, in 2013 and lasted just one season.

"In 2015 [Vaughn] told Playboy that he preferred taxation the way it was before 1913, 'when locally you had sales taxes and property taxes. That seems ethical to me.... the federal government looking into your books to decide what to take from you, that feels wrong.'

"Also in 2015, Vaughn took to the lectern while giving a keynote address at a Libertarian conference at UCLA to explain his approach to drug legalisation: 'If someone’s parents don’t have money they are going to go to prison and have a life wasted. If someone’s parents do have money, they go to rehab. You can’t really go after people that are committing real crimes – forceful crimes, violent crimes – because [courts AND prisons] are so inhabited with people that were using drugs.'

"Later that year Vaughn won the attention of the NRA after expressing his support for gun possession in a profile in GQ [Gentleman's Quarterly]....

"Vaughn's Trumpian handshake ... is one of the first headlines he's won in several years. Perhaps it's the start of a whole new eyebrow-raising phase of his career."

The core concept is that politicians are limited in what policy ideas they can support — they generally only pursue policies that are widely accepted throughout society as legitimate policy options. These policies lie inside the Overton Window. Other policy ideas exist, but politicians risk losing popular support if they champion these ideas. These policies lie outside the Overton Window.

"But the Overton Window can both shift and expand, either increasing or shrinking the number of ideas politicians can support without unduly risking their electoral support. Sometimes politicians can move the Overton Window themselves by courageously endorsing a policy lying outside the window, but this is rare. More often, the window moves based on a much more complex and dynamic phenomenon ... the slow evolution of societal values and norms."

February 26, 2019 - "Joseph P. Overton introduced the concept in the 1990s as an executive at the Mackinac Center for Public Policy, a conservative think tank in Michigan. He never expected it to gain widespread recognition, said Joseph G. Lehman, president of the Mackinac Center, and it didn’t until after Mr. Overton died in 2003....

"'Public officials cannot enact any policy they please like they’re ordering dessert from a menu,' Mr. Lehman said in an interview. 'They have to choose from among policies that are politically acceptable at the time. And we believe the Overton window defines that range of ideas.'

"Grass-roots mobilization can shift the window. So can think tanks, which was Mr. Overton’s point. But despite a misconception driven by Glenn Beck’s novel The Overton Window, the window is a description, not a tactic: Shifting it doesn’t mean proposing extreme ideas to make somewhat less extreme ideas seem reasonable. 'It just explains how ideas come in and out of fashion, the same way that gravity explains why something falls to the earth,' Mr. Lehman said....

"The key is that shifts begin with the public. Mr. Overton argued that the role of organizations like his own was not to lobby politicians to support policies outside the window, but to convince voters that policies outside the window should be in it. "We often complain about the evils of the welfare state, but if we want the government to do less, we have to do more. I believe ... that if we get the government out of the way, we not only can but will help those in need more efficiently. "Petersen tells me that while he did not communicate directly with Matalin, his communications director told him 'she agrees with your ideas, likes that you articulate them well to an uninformed populace, and finds your career in spreading these ideas compelling.'

"Erick Erickson, former chieftain at conservative site Red State and now a right-wing radio guy in Atlanta, who has long been loudly anti-Trump, says that Gary Johnson's pick of William Weld as his running mate shows he is 'tone deaf' (Weld has been seen as insufficiently libertarian or even conservative by many) and disqualifies him from serious consideration. He today writes about Petersen:

Petersen has his flaws. He has some views outside the mainstream, but then what Libertarian doesn’t?... Petersen would be a fresh start and a lot of Republicans would potentially take a fresh look at Petersen. Couple him with a very strong, credible vice presidential candidate and the Libertarians might finally be the third party America needs for disruptive competition.

"And while Glenn Beck's people insist it was technically no endorsement, as I reported last week Beck did say to Petersen during a 16-minute segment on Beck's radio show that Petersen is 'making my heart skip' and 'giving me hope there is someone I can pull the lever for' and is 'saying all the right things.'"

He suddenly found that he couldn't place his faith in the government, much less expect it to cure his problems or those of his community. 'As I learned more about [African American] history, I could see the connection with our oppression because the government and extensions of our government had facilitated it from day one,' he says."
