Alberta joins U.S. states' energy pact

Alberta premier Danielle Smith has signed on to the 12-state Governors' Coalition for Energy Security.

November 17, 2024 - "Alberta has become the first non-U.S. [political entity] to join a United States energy pact featuring 12 states that had already signed onto the coalition. Alberta Premier Danielle Smith made the announcement Thursday, personally thanking Louisiana Governor Jeff Landry and New Hampshire Governor Chris Sununu for inviting her, along with President-elect Donald Trump. Smith also thanked the other ten governors involved.

"Smith said that Alberta’s role in North American energy security is vital as the largest crude oil and natural gas supplier to the United States. 

With 200 billion barrels of recoverable oil, 200 trillion cubic feet of recoverable natural gas, significant natural gas liquids and ample pore space for carbon capture, Alberta’s contribution is set to grow even further as we look to work with the Trump Administration and other U.S. partners to increase our pipeline capacity to our greatest friend and ally, the United States.... We are proud to collaborate with this coalition of allied states in advancing energy security, reliability and affordability for Americans and Canadians....

"Alberta currently accounts for 56% of oil imports into the United States, double Mexico, Saudi Arabia, and Iraq combined.

"Landry said that the pact’s members share the goal of enhancing and protecting energy security, which he said will lead to lower energy costs, increased reliability, sustainable economic development, and wise management of energy resources and the environment. '

“I welcome Premier Smith and the insights she will bring as the leader from a fellow energy-producing province that, like my state, is under a federal system of government where national imperatives are not always aligned with state or provincial interests,' said Landry.

"The United States is the largest trading partner with Alberta, having $188 billion in bilateral trade in 2023. Energy products accounted for more than 80%, approximately $133.6 billion, of Alberta’s exports to the United States in 2023....

Alberta is a global leader in emissions reduction technologies and clean energy solutions. 'The province has captured about 14 million tonnes of carbon dioxide through carbon capture, utilization and storage technology, and has the ability to support the U.S. in developing new infrastructure and supply chains for future energy markets in the areas of hydrogen, renewables, small modular reactors and others,” reads Alberta’s press release.

70,000 sign to put Alabama Libertarians on ballot

October 3, 2022 - "For the past 20 years, the Alabama Libertarian Party has supported just a handful of candidates in each election cycle, with Alabama’s ballot access laws posing a seemingly insurmountable obstacle for third parties in the state. But come Nov. 8, the party will make its presence known with more than 50 candidates running up and down the ballot.... But what led to the party’s sudden resurgence, and why now? 

"Richard Winger, an avid researcher of ballot access laws across the country, said the party’s inability to get a free copy of the voter rolls in 2019 lit a fire to make a change. While the Republican and Democrat parties in Alabama get free copies of the voter rolls, most everyone else has to pay a penny per name, which came out to almost $36,000 in 2019. The Alabama Libertarian Party sued Secretary of State John Merrill in 2019 over the law, but the 11th Circuit Court disagreed that Supreme Court precedent guarantees minor parties equal access.... 'The Supreme Court already settled this,' Winger told APR.... 'But the judges in Alabama are so bad they wouldn’t even give us a victory on that.... That made me so unhappy that I thought, "I’ve just got to do something about this."' So Winger gave $40,000 of his own money to the Alabama Libertarian Party to start a ballot petition....

"Laura Lane, the chair of the Libertarian Party at the time, said Winger approached her after the Supreme Court refused to hear the case. Lane recalled hearing from many people at the time who were not members of the Libertarian Party who said they wanted to vote for the national party’s candidate, Jo Jorgensen, for president in 2020. But they couldn’t find her name on the ballot in Alabama — she was there, but listed as an independent instead of a Libertarian.... 

"Alabama’s ballot access laws present a major challenge unlike most any other state in the country. 'A party can stay on with no vote test in Mississippi, the party is on the ballot if it wants to be, and it works fine,' Winger said. 'In South Carolina, they just have to run one candidate every four years. In Florida, there’s no petition, they just turn in a list of state officers and bylaws. In Louisiana, a party can get on the ballot if it has just 1,000 registered members. Alabama’s way out of line with the rest of the country'.

"But the party has met the challenge at least once before in 2000, and they set out to make it happen once again. Soon, the party had petitioners all over the state, looking to hit the magic number of 51,588 signatures, 3 percent of the voters in the previous gubernatorial election. The party petitioned for about a year and a half before submitting the petition to the secretary of state’s office and ended up with more than 71,000 valid signatures to secure ballot access for the 2022 cycle.... 

"Lane said the party hired a professional fundraiser who helped to bring more money in during the campaign and, with the petitioning process already well underway, gained about $100,000 in support from the National Libertarian Party.... Lane said one petitioner in Mobile was 'physically assaulted' by government officials seeking to remove him from the property, although she wasn’t sure if a police report was filed regarding the incident. And she said police were called on petitioners in Baldwin County on multiple occasions, but the officers agreed that the petitioners had a Constitutional right to stay and continue....

"The battle is far from over; the party will need at least one statewide candidate to get 20 percent of the vote to maintain ballot access for the 2024 election. That’s 10 times the national median of 2 percent; the next highest bar for ballot access is Kentucky, which requires a party to get 15 percent of the vote to stay on the ballot.... '[I]t’s a form of voter restriction that’s keeping choices away from voters,' said Gavin Goodman, current chair of the Alabama Libertarians. Winger said 2018 election data gives him hope that the effort to get on the ballot won’t be in vain, as several states saw statewide Libertarian candidates get past that 20 percent threshold....

"'If we don’t make it, it’s going to be quite demoralizing for a number of us, but obviously we have to keep pushing,' Lane said. 'We’re going to keep pushing because we need change. They are hitting our pocketbooks too much. As long as I’m involved, I’m going to be pushing for the party to keep going. There’s too much at stake here.'"

Wyoming and Alabama to end mask mandates

Wyoming Becomes Latest GOP-Led State To Drop Mask Mandate | Forbes - Alison Durkee:

March 8, 2021 - "Wyoming will lift its statewide mask mandate on March 16 along with other restrictions on businesses including restaurants and bars, Gov. Mark Gordon announced Monday.... In addition to lifting the mask mandate, restaurants, bars, gyms and theaters will be allowed to resume 'normal operations,' Gordon said, with more details on the lifted orders to be announced later this week. Gordon’s office cited the state’s 'continually improving health metrics' as the reason behind the change, as well as the governor’s 'approach of balancing public health with protecting livelihoods.'

"The governor had previously lifted some restrictions in the state starting March 1, including on businesses like salons and barber shops, but the mask mandate stayed in effect. Wyoming imposed its mask mandate in December as Covid-19 cases in the state surged, and it requires people to wear masks indoors in businesses, government facilities, healthcare settings and on public transportation, with some exceptions. The state currently has social distancing guidelines in place for restaurants that do not restrict capacity, but directs tables to be spaced apart and requires people to be seated at tables or booths, among other social distancing recommendations....

"Wyoming follows Texas and Mississippi in dropping their mask mandates, which has sparked controversy and been decried by President Joe Biden as 'Neanderthal thinking.' Montana, Iowa and North Dakota have also lifted their mask orders in recent months. The rescinded guidance is part of a broader trend of states getting rid of various Covid-19 restrictions as cases have dropped following a holiday season surge and as more Americans get vaccinated. 

"The wave of reopenings, which public health officials have opposed, has been seen in both Republican and Democratic-led states: Connecticut’s Democratic Gov. Ned Lamont lifted the state’s capacity restrictions on businesses like restaurants and gyms last week, for instance, while New York Gov. Andrew Cuomo announced Sunday the state would raise capacity for indoor dining to 75% outside of New York City.

"Arkansas is poised to lift its mask mandate on March 31 if certain health metrics are met, and Alabama will follow April 9, after Gov. Kay Ivey extended her mask order last week for another month but said she will not extend it further. 

"A number of other Republican governors have been hesitant to follow suit and overturn their own mask mandates, however, with leaders in West Virginia, Utah, Ohio, Indiana, Maryland and Massachusetts all signaling last week they had no intention to immediately revoke their orders."

August 24, 2020 - "The Libertarian Party of Alabama recently received confirmation from the Secretary of State’s Director of Elections, Clay Helms, that Jo Jorgensen and Jeremy “Spike” Cohen have met the signature requirements to be on the Alabama ballot Nov. 3, 2020.  Jorgensen and Cohen were nominated during the national Libertarian Party convention in June, the nation’s first completely online national convention.

"Collecting signatures is a legal requirement for a Libertarian candidate, but is not required for the Democrat nor Republican parties, which require only the certified nomination by their national and state party representatives. However, those same vintage parties that require only paperwork for themselves, are putting additional burden on their challengers, Jorgensen said.

"This 'disproportionate requirement' is based on defining the Libertarian Party as a 'Political Action Committee', instead of a 'Political Party', and effectively excludes the libertarian candidates from including their party affiliation on their ballot....

"Volunteers across the state helped collect the signatures. Petitioning during a regular election cycle is difficult enough, but in 2020 the COVID-19 pandemic made canvassing complicated; masks and social distancing challenged communication and 10 person gathering limits eliminated rallies and voter drives, Jorgensen said.

"Despite all the challenges, she said the grassroots Alabama libertarians were able to do what no other party in the state has done: get thousands of people to sign their name and say, 'I want HER to be an option for POTUS.'"

Vet faces 5 years in prison for medical cannabis

August 3, 2020 - "By all accounts, Sean Worsley is a war hero. He earned a Purple Heart, along with a laundry list of additional military accolades, for clearing roadside bombs in Iraq. He also earned a lifetime of post-service ailments, including post-traumatic stress disorder (PTSD) and a traumatic brain injury (TBI). As a result of his injuries, Worsley was given a 100 percent disability rating from the Department of Veteran’s Affairs. He treated the worst symptoms of both injuries with medical marijuana prescribed to him legally in Arizona.

"Now, Worsley sits in an Alabama jail facing five years in the state’s notoriously violent prison system after admitting to an officer he was in possession of medical marijuana while driving through Alabama and a subsequent probation violation for missing a court date....

"Worsley's ordeal began in 2016 when he and his wife, Eboni, were arrested late one night after stopping for gas. They were traveling through the state on their way to North Carolina, where they were planning on helping Sean’s grandmother repair extensive damage to her home after Hurricane Matthew flooded her community.... District Attorney Andy Hamlin, the prosecutor in charge of Sean’s case ... said Worsley was arrested with numerous containers of marijuana, two grinders and a digital scale. The Worsleys consented to a search of their vehicle, Sean provided the officer his medical marijuana ID card and let the officer know there was pot in the car.

"He entered a guilty plea in October, 2017 and was sentenced to 60 months on probation, ordered to complete a drug treatment program and pay thousands in fees and fines. By the time he was sentenced, the Worsleys had moved from Arizona to Nevada. Sean was ordered to find drug treatment in Arizona, and he and his wife moved back to the state and lived in a month-to-month rental. His probation officer in Arizona said their housing situation did not meet the requirements of stable housing and Worsley would have to contact the courts in Alabama to come to an agreement. While they waited on that, Sean attempted to comply with the rest of his conditions.

"In February 2018, while attempting to comply with his court-ordered drug treatment, Worsley sought a drug treatment assessment from the VA. The agency denied that he needed drug treatment. Fox News was provided with a copy of the VA’s assessment, which said that Worlsey 'has legal documentation to support his use and therefore does not meet criteria for a substance use disorder or meet need for substance abuse treatment.'

"The Worsleys struggled to maintain housing and jobs as a result of the felonies they had been charged with in Alabama. Eboni lost her vehicle, and Sean had to use a program that helps homeless veterans. The VA warned Worsley that they were going to end his monthly benefits in 2019 because, unbeknownst to him, Sean had missed a February court date....

"During this time, Eboni had open heart surgery, and due to the status of his case and warrants issued for his arrest, Sean had lost job opportunities. On Sept. 8, 2019, Worsley emailed his lawyer and said he had been evicted and lost his vehicle due to the warrants against him. He said he didn’t have the money to return to Alabama at the moment.

"It was early 2020 when Sean was pulled over by police in Arizona while he was driving to Eboni’s sisters to help with some home repairs. He had marijuana with him, however, due to his job loss and lapsed VA benefits, he couldn’t afford to update his expired medical marijuana card. Arizona police didn’t think Alabama would extradite him over marijuana, according to the Appleseed’s reporting. Pickens County did want him extradited, and added the cost of his transport to his already substantial fines and fees.... Now, Worsley has been held in Pickens County jail since early 2020 awaiting transport to the state’s prison system.

"Eric Goepel, co-founder of the Veterans’ Cannabis Coalition, said. '… Sean was literally just arrested for possession of cannabis while in the state of Alabama. And they used the presence of paraphernalia to essentially enhance his charge from possession to possession with intent to sell.'"

Alabama Libertarians sue for voters' list access

Libertarian Party files suit against Alabama claiming discrimination against minor parties | Opelika Observer:

January 21, 2019 - "Citing State of Alabama Election Code, the Libertarian Party of Alabama (LPA) has filed suit in the U.S. District Court, Alabama Middle District, alleging the State of Alabama discriminates against 'minor parties' and independent candidates, by charging them for the state-wide voter registration list or a portion thereof.

"Alabama law provides that major political parties – Republican and Democrat – be given the state-wide voter registration list free of charge, while charging minor parties and independent candidates one cent per name [which] equates to approximately $34,000. Add the 2.5% additional charge if paid for by credit or debit card for an additional $850....

"Since minor party candidates and independents must collect signatures by petition equal to 3 percent (currently 51,588 valid signatures for state-wide office) of the most recent vote for Governor, access to the voter registration list is crucial in order to confirm the validity of the signatures on the petitions....

"If a candidate is able to achieve 20 percent of the votes cast in a state-wide race, the minor party is then declared to have ballot access.... However, if the candidate/party does not break the 20 percent threshold in the next election, the minor party loses its ballot access and then must start gathering petition signatures again.

"Denied the ability to check petition signatures against the voter registration list because of the exorbitant cost associated with obtaining the list, minor parties and independents are placed at a distinct disadvantage. To quote the complaint, '…there is anything but a "uniform charge;" for the major political parties get it for free, while minor political parties have to pay an exorbitant fee for it. In effect, those who can least afford it, have to pay the most.'

"The complaint goes further in stating that Alabama law unconstitutionally discriminates between major and minor political parties in an effort to create obstacles that make it more difficult for minor parties, like the LPA, to grow, garner support, and obtain votes so that its members and followers hold public elective office. It also calls out violations of individuals’ rights protected under the First Amendment and the Equal Protection Clause of the Fourteenth Amendment to the U.S. Constitution....

Alabama bill to abolish civil forfeiture introduced

New Alabama Bill Would Abolish Civil Forfeiture, Require Convictions To Confiscate Property - Nick Sibilla, Institute for Justice, Forbes:

January 24, 2018 - "Alabama could soon blaze a trail for civil rights. On Tuesday, Alabama Republicans Sen. Arthur Orr and Rep. Arnold Mooney filed the Forfeiture Accountability and Integrity Reform (FAIR) Act that would abolish civil forfeiture throughout the state and replace it with criminal forfeiture.... If the FAIR Act (SB 213) becomes law, Alabama would be just the fourth state to eliminate civil forfeiture, following the lead of Nebraska, New Mexico and North Carolina. In addition, the bill takes direct aim at a federal forfeiture program that was revitalized by Attorney General Jeff Sessions, who previously represented the state as U.S. Senator....

"The state is in dire need of drastic reform. One study by the Institute for Justice ranked Alabama’s civil forfeiture laws as “among the worst in the nation'.... Unlike criminal cases, which require proof 'beyond a reasonable doubt,' Alabama prosecutors only have to make their case to the court’s 'reasonable satisfaction' to forfeit property in civil court....

"[A]n in-depth report released Tuesday by the Southern Poverty Law Center (SPLC) and Alabama Appleseed Center for Law & Justice ... examined over 1,110 forfeiture cases in 14 counties, or 70 percent of all civil forfeiture cases filed statewide in 2015. In 25 percent of those cases, the state never filed criminal charges against the property owner.... Half of the forfeiture cases involved cash under $1,372.... Since the cost of hiring a lawyer is typically greater than what the seized property is actually worth, owners have little choice but to walk away.

"In Alabama, prosecutors mainly file civil forfeiture complaints to carry out the drug war. Out of all forfeiture proceedings filed in 2015, more than 40 percent related to marijuana offenses.... But plenty of other offenses could trigger government confiscation too, including gambling, the distribution of 'prohibited liquors and beverages,' 'illegal nighttime deer hunting,” and, most bizarre of all, 'bear wrestling'....

"Thanks to Alabama’s rigged civil forfeiture system, police and prosecutors collected nearly $2.2 million under state forfeiture law in 2015. Perversely, the state even allows agencies to keep up to 100 percent of the proceeds from forfeiture....

"The bill sponsored by Orr and Mooney would abolish civil forfeiture altogether and replace it with criminal forfeiture. Under this proposal, the government could only confiscate property after a felony conviction or plea deal, unless the owner died, was deported or fled after being arrested and released on bail. The bill would also strengthen due process ... by raising the standard of proof to 'clear and convincing evidence' and by shifting the burden of proof onto the state, which would restore the presumption of innocence for forfeiture cases."

Roy Moore allegations boost Libertarian's write-in campaign

November 17, 2017 - "Libertarian Ron Bishop told PJM his write-in campaign for Senate has skyrocketed since the line of women accusing former Alabama Supreme Court Chief Justice Roy Moore of sexual harassment and assault started forming. Bishop is one of two candidates running write-in campaigns in the Dec. 12 special election to fill the seat of former Sen. Jeff Sessions....

"'We’ve gotten more press. We have more people looking at us now. Our social media sites are getting a lot more hits,' Bishop said. 'There are a lot more messages from people who say, "Thank God there’s a third party out there."’

"Bishop, who works as a 'self-taught IT professional' in Birmingham, said even before the Roy Moore sexual misconduct scandal engulfed the special election there were plenty of people who were not fans of Justice Moore.

"'He’s a character here in Alabama. He’s been thrown out of the Alabama Supreme Court twice, and folks just weren’t happy (with Moore),' Bishop said....

"Bishop said there is an active core group of Republicans who will vote in GOP primary elections. But he maintained that most of Alabama voters are independents who don’t care for either the Democrats or the Republicans....

"He just has to convince GOPers who don’t like Roy Moore but can’t stomach the idea of voting for Democrat Doug Jones to pick the Libertarian. Bishop also needs to woo independents who dislike both the Democratic and Republican parties and convince them that it’s worth the time and trouble to get to a polling place and write the name 'Ron Bishop' on the ballot....

"Bishop also pointed out the only reason he has to run a write-in campaign is Alabama’s 'draconian law, enacted after Ross Perot’s presidential campaign' that makes it all but impossible for a third-party candidate to break the Republican-Democrat duopoly of power.

'Scenarios like the Alabama special election are why ballot access is so very important,' said Libertarian National Committee Ballot Access Committee Chair Ken Moellman. 'The election is a train wreck, and the people of Alabama are in this pickle partially because of intentionally onerous ballot access laws meant to prevent voters from having other choices – including Libertarian choices,' Moellman added."

Janurary 6, 2015 - "The Libertarian Party of Alabama is pleased to announce our coalition with Alabama for Our America Initiative, Let Bama Vote, Alabama for Ballot Access Law Equality, and other partner organizations to lobby the legislature to ease ballot access barriers for candidates running outside the establishment parties. Alabama State Senator Cam Ward (R-Alabaster) has confirmed that he intends to again introduce a bill to lower the number of signatures for newly-qualifying parties, from 3% of the last gubernatorial vote to 1.5%. The purpose of our coalition is to raise awareness of Alabama unfair ballot access laws and to encourage our supporters to contact their legislators to demand change....

"In 2014, Alabama was one (1) of only four (4) states that did not have candidates other than the two (2) traditional party candidates on the November ballot for statewide office. Additionally, Alabama was the only state with an entirely unopposed United States Senate race and four (4) unopposed statewide offices.

"In 2004, 2008, and 2012, Alabama was part of a small minority of states where the national minor party presidential campaigns, including the Libertarians and Greens, could only appear on the ballot as Independents. Alabama has had no Federal or Statewide independent or minor party candidates on the ballot since 2002....

"Even with the record low voter turnout in the November 2014 general election, ballot access would require the collection of approximately 36,000 valid signatures of registered voters statewide, around 5,000 valid signatures for a single Congressional race, and approximately 400 valid signatures in any one of the state's 105 House districts. This signature threshold is the second highest in the country for statewide office and among the highest for any political office."

"'We’re free market (economists), which is an alternative,' Thornton said. 'Some would say it’s a radical alternative.'

"Deist said Carl Menger and Ludwig von Mises, the Mises Institute’s namesake, created a school of thought focusing on minimal government and private sector investment. The nationality of von Mises and Menger, both Austrian, became the collective banner for their theories.

"Work done by Mises scholars has drawn support from famous libertarians, such as Ron Paul and Andrew Napolitano, both of whom, Deist said, have spoken at the Mises Institute....

"Thornton said educating the public, not influencing government policy, is the Mises Institute’s purpose.... Mises scholars educate people through publishing on the website, Mises.org, writing academic papers, and open seminars."
