August 5, 2013 - "Costa Rica’s Chief Prosecutor Jorge Chavarría on Monday reported that he had filed fraud charges against three members of the Libertarian Movement Party (ML) for alleged fraud committed against the Supreme Elections Tribunal (TSE) during the 2010 presidential elections.

"The charges were issued for reporting false expenses totaling ₡240 million ($480,000), money that was apparently used to pay for 190 'training courses.'

"Charged are Libertarian training manager Carlos Solano, treasurer Ronaldo Alfaro and the party’s accountant, Roger Segura. Presidential candidate Otto Guevara is not on the list of persons under investigation, the chief prosecutor said.

"TSE officials said the accusations surfaced after 'extensive research on three political parties suspected of committing crimes involving ₡698 million (some $1.4 million) provided by the state for financing the electoral process.'"

September 20, 2012 - "Libertarian presidential candidate Gary Johnson had his best fundraising month ever in August.... Johnson’s $356,406 last month largely came in the form of modest contributions from hundreds of individuals, new federal records show.

"The former New Mexico governor, who initially sought the Republican Party’s presidential nomination this year, also received $73,692 in public matching funds from a federal program both Obama and Romney have rejected.

"Johnson spent more than $318,000 in August, primarily on advertising, travel and campaign advising services, federal disclosures indicate. He also owes more than $175,000.... He reported having $52,341 in his campaign account at the end of last month."

July 6, 2012 - "The Federal Election Commission announced Thursday that Johnson ... and Buddy Roemer ... have both qualified for additional federal matching funds for the primaries. In the July installment, Roemer gets $66,491 and Johnson gets $130,059. That brings Johnson's total for the election cycle to $230,059, while Roemer has received a total of $351,961.

"The matching funds come from a $3 voluntary check-off individual taxpayers make on their tax returns. According to the FEC, "To become eligible, candidates must raise a threshold amount of $100,000 by collecting $5,000 in 20 different states in amounts no greater than $250 from any individual. Other requirements to be declared eligible include agreeing to an overall spending limit, abiding by spending limits in each state, using public funds only for legitimate campaign-related expenses, keeping financial records and permitting an extensive campaign audit.""

Nov. 4, 2011 - "Agents from the Judicial Investigation Police and the Chief Prosecutor's Office's financial crimes unit Friday arrested two officials from the Libertarian Movement Party, or ML, and charged them with defrauding the government of hundreds of thousands of dollars in campaign fund reimbursements after the party allegedly billed the government for dozens of political workshops that never took place....

"Carlos Solano, the party’s secretary of training, told prosecutors last Monday that 194 campaign workshops, for which the ML billed the Supreme Elections Tribunal ₡210 million ($412,000), never happened.... Solano said that in order to fake the workshops’ attendance documents, he and another employee, Luis Chavarría, collected signatures and identification numbers 'at any cost' between June 2009 and January 2010, leading up to the 2010 elections. Chavarría is an adviser to congressman Adonay Enríquez."
